Some OS X Lion features drive people crazy and "rubber band scrolling" is one of them. You can turn this feature off with just one line in Terminal.
As with so many other 'hidden' settings in OS X, the fix for this is just a Terminal command away:
defaults write -g NSScrollViewRubberbanding -int 0
